Order of Public Works Ministry 3837/2006

On 18/12/2006, the Ministry Order FOM/3837/2006 was published, establishing the rebate of domestic air fares to the members of large families, whether Spanish, EU, EEA or other nationalities with recognised residence in Spain, and who are in possession of a large family certificate or equivalent individual document, being valid and issued by the competent autonomous community.

The rebate is applicable, if expressly requested by the beneficiary, to domestic tickets issued in Spain as from 1 January 2007 for scheduled flights and on all routes within the Spanish national territory.

It affects all published fares where the face value appears on the ticket, with the unique exception of Business class fares, in which the discount is limited to the amount of rebate applicable to the full Economy class fare.

The tickets with rebate rights for large families may only contain domestic trips.

The large family discount will be added to the subsidy for residence, if both circumstances coincide.

 The cost of issuing the ticket shall also be subject to the application of the bonus, with the same criteria of ceilings as for the residents' discount. 

The discount will not be retroactive and the ticket issued will not be subject to involuntary reissue for this reason.

When the ticket is issued, travellers must prove that they are a member of a Large Family by presenting, in addition to the following:

• Their identity document.

• The official large family certificate or equivalent individual document, showing the certificate number and category, issued by the competent autonomous community.

These documents and the status of the holder must be valid until the end of the trip.

The presentation of the document will be required at the time of boarding, so it is essential that the passenger carries it along with the rest of his documentation. A passenger with a subsidised ticket who does not prove their identity as a beneficiary at the check-in counters and boarding gates will not be able to make the journey with that ticket, for which purpose an incident report will be drawn up in accordance with the model indicated in Annex IV of Order F.O.M/3837/2006.

The element to be included in the PNR for the correct ticket issuance is FD, which in addition to the application of the Large Family discount collects the passenger's details.

The service fee (SF) must be calculated manually.

Once the tickets are issued, the information collected in the FD field will appear at the end of the calculation of the ticket fare. 

An SSR CKIN element will automatically be inserted in the PNR history to send details to CKIN.

FD must be included before the Large Family FD.
