Treatment of Subsidies

Only applicable for emissions in Spain and on domestic routes


Royal Decree 1316/2001 regulates the discount on fares for scheduled air transport services for residents of the autonomous regions of the Canary Islands and the Balearic Islands and the cities of Ceuta and Melilla.

This Royal Decree establishes the procedures for the issuing of tickets, settlement and control of these discounts.

According to additional provision 13 of Law 17/2012, of 27 December, on the General State Budget for 2013, the condition of resident in the Canary Islands, Balearic Islands and Ceuta and Melilla, for the purposes of obtaining the discount on regular passenger transport, by sea and air, will be accredited by means of the census certificate issued by the local councils, according to the model in Annex I of Royal Decree 1316/2001 (the so-called "travel" certificate).


This certificate is valid for six months.

 

Royal Decree 1316/2001 (amended by Royal Decrees 207/2005 and 1340/2007) and Law 17/2012 (amended by Royal Decree-Law 1/2014) regulate subsidies for scheduled air transport on domestic routes for non-mainland residents.

Scope of Application

In accordance with the regulations in force, Spanish citizens, as well as citizens of other Member States of the European Union or of the signatory States of the agreement on the European Economic Area or Switzerland, their third-country national family members who are beneficiaries of the right of residence or the right of permanent residence and third-country nationals who are long-term residents and who can prove that they are residents of the autonomous communities of the Canary Islands and the Balearic Islands, and the cities of Ceuta and Melilla, shall be entitled to obtain discounts on the fares of scheduled air passenger transport services on domestic routes.

 

Iberia will not assume the residence discount for passengers who do not meet the condition of nationality authorised by law.

Subsidy Amount

The Additional Provision one hundred and forty-seventh, of Law 6/2018, of 3 July, of the General State Budget for 2018, establishes that the percentage rebate on regular air passenger transport services between the non-peninsular territories and the rest of Spanish territory will be 75 percent.
General State Budget for the year 2018 establishes that the percentage discount on the fares of scheduled air passenger transport services between non-peninsular territories and the rest of Spanish territory will become 75 percent of the fare of the scheduled service for each direct one-way or round trip.

The current regulation establishes that:

The percentage discount on fares for scheduled air passenger transport services between the Autonomous Communities of the Canary Islands and the Balearic Islands and the cities of Ceuta and Melilla, respectively, and the rest of Spain, as well as for inter-island journeys, shall be, for an indefinite period, 75% of the discount fare for each direct one-way or round trip.

 

For these purposes, a direct outward journey is considered to be that which is made from the airport of the point of origin in the archipelagos, Ceuta or Melilla, to the final destination, other than the previous one, in the national territory and vice versa, without intermediate stops, or with stops imposed by the technical needs of the service or for reasons of force majeure. The Ministry of Transport and Sustainable Mobility may, by ministerial order, set maximum subsidised amounts for air transport, distinguishing between the different markets affected.

 

The part of the fare that exceeds these maximum amounts will not be subject to a rebate. When the fare is lower than the maximum amount eligible for a discount, the 75% discount shall be applied to that fare in order to calculate the discount.

2.

Residents of Ceuta who make a direct journey between that city and the rest of the national territory, using maritime and air transport, shall obtain the discount on air fares when they depart from or arrive at the airports of Malaga, Jerez or Seville.

3.

The maximum limit of the subsidy for all residents of the Canary Islands, Balearic Islands, Ceuta and Melilla, including inter-island routes, shall be 75 % of the basic fare of the route of each airline.

 

The basic fare for scheduled air transport services shall mean the lowest fully flexible fare for a single or return flight, offered at least to the same extent as any other fully flexible fare offered for the same air service.

 

In the case of Iberia the discount limit shall be 75 % of fares YD for non-stop and YJ for non-stop.

4.

 In the case of air tickets, for their issue, account shall be taken of the fact that the flight coupons for each leg of air travel included in a direct journey must be included in a single ticket and the booking of the flights must be noted and closed.

The subsidy shall not apply to journeys with stopovers outside the national territory.

For the purposes of the correct application of the Royal Decree, we highlight the following practical implications:

• The percentage rebate foreseen for the fares of scheduled air transport services between the islands and the mainland (75%).

• The cost of issuing these tickets, if applicable, is also eligible, as long as it does not exceed the ceiling and would apply 75% for routes between islands and mainland Spain. Remember that the part paid by the passenger must be stated on the ticket, in this case 25%. At this link, you can check the issuance fees corresponding to subsidized tickets.

• Additional baggage is also eligible and, as such, the purchase of the additional baggage (first bag) for a resident passenger would mean an increase to the 75% bonus applicable to tickets issued from 16 July 2018.

• Effective 1 November 2023, when a passenger travels with a resident discount ticket (in the Canary Islands, Balearic Islands or Ceuta/Melilla) and/or large family and requests the unaccompanied minor service (UMNR) for minors between 5 and 11 years of age, this service will also be eligible and the discount will be applied to the EMD of the service charge.

Accreditation of Resident Status

Documents accrediting residence:

The accrediting document of residence for Spanish citizens will be the national identity document, and for Spaniards under 14 years of age who do not have such a document, the certificate from the Town Hall in which they reside.

 

For citizens of member states of the European Union or of the other signatory states of the agreement on the European Economic Area or Switzerland, the accrediting document will be the registration certificate issued by the central register of foreigners, which must in all cases be accompanied by the national identity card or passport in force.

 

The integration in the telematic system of accreditation of residence (SARA) of the ticket issuing systems and its use when issuing subsidised tickets will be mandatory for all airlines that issue subsidised tickets for reasons of residence in non-peninsular territories, in all their sales channels as of 1 November 2014.

 

When compliance with the requirements to be a beneficiary of these subsidies cannot be accredited through the intermediation platform (SARA), these requirements will be accredited by any of the means provided for in the applicable regulations. For these purposes, the certificate of census registration shall comply with the provisions of the regulations for the development of these subsidies.

 

Documents accrediting identity:

For Spanish citizens, citizens of the member states of the European Union or of the other signatory states of the agreement on the European economic space or Switzerland, the document accrediting their identity will be the national identity card or passport in force.

 

In the case of family members of citizens of member states of the European Union or of another state party to the agreement on the European Economic Space and nationals of third countries who are long-term residents, their identity will be accredited by means of the Spanish residence card of a family member of a citizen of the Union or foreigner's identity card, which must state their status as a long-term resident,

 

Respectively, these documents must be in force.

 

In the event that it has been established telematically that the passenger meets the conditions to be a beneficiary of the subsidy, he/she may prove his/her identity in the air mode by the same means as passengers not entitled to the subsidy.

In this case, the passenger will not have to prove his or her status as a Resident either at check-in or boarding.

 

Documents proving residency are essential if the passenger has not been verified in the SARA system:

Spanish citizens:

Certificate of census registration issued by local councils, according to the model in Annex I of Royal Decree 1340/2007 (the so-called "Travel Certificate"), accompanied by a valid national identity card or passport to identify the passenger. For Spanish citizens under 14 years of age who do not have a DNI, only the certificate of census registration.

E.U., E.E.E. and Swiss citizens:

Certificate of census registration issued by local councils, according to the model in Annex I of Royal Decree 1340/2007 (the so-called "Travel Certificate"), accompanied by a valid national identity card or passport to identify the passenger.

Family citizens who are third-country nationals who are beneficiaries of the right of residence or the right of permanent residence, and right of permanent residence and third-country nationals who are long-term residents must be long-term residents, must provide proof, as appropriate, on presentation of the following documents:


• Residence card of a family member of an EU citizen.

• Long-term residence card or permanent residence card (for third-country nationals). 

And in any case with the:

• Certificate of census registration in force, issued by the corresponding town hall.

Members of the Congress of Deputies and the Senate may accredit their residency status by presenting the credentials of the corresponding chambers, which also include the name and surname, the national identity document and the constituency of the deputy or senator elected, accompanied by the National Identity Card or passport.

These documents shall only be effective for the purposes of accreditation of residence when they are in force.

Passenger Data Verification

Passengers should be informed that Iberia is obliged to check the identity of passengers with a subsidised ticket.


When a passenger travelling with a subsidised air ticket cannot prove his or her identity and residence at the request of the airline or the administration, or when this does not coincide with the holder of the air ticket, he or she will not be able to make the corresponding journey with this ticket, without prejudice to any liabilities that may arise.

Notices to passengers

 As required by the Ministry of Transport and Sustainable Mobility, passengers with a subsidised ticket (residence or large family) will be informed of the following notices:

 

Subsidy for Residents

1.

When a passenger chooses to purchase a subsidised ticket, due to residence in non-peninsular territories, for scheduled air transport on domestic routes (exclusive scope of the subsidy), the passenger will be informed of the following points:


• The passenger, beneficiary of the subsidy for residence in non-peninsular territories, must be a resident of the Balearic Islands, Canary Islands, Ceuta or Melilla, i.e. must be registered in a municipality of the aforementioned autonomous communities or cities.

                                                                                             
• The beneficiary must be a national of Spain, the European Union, Norway, Iceland, Liechtenstein or Switzerland. In order to be a beneficiary of the subsidy, in the case of having a nationality other than the above (non-EU), in addition to being a resident in the regions indicated above, you can only obtain access to the subsidy if your current Spanish residence card shows you as a family member of a European.

Your journey must originate or end in the autonomous community or city of residence. Residents of Ceuta will obtain the subsidy on air transport fares when the journey has origin or final destination in the airports of Jerez, Malaga or Seville.

                                                    
• Passengers declare themselves to be residents under their own responsibility in order to obtain the subsidy, for which they will be personally liable before the management centres of the Ministry of Public Works and Transport in the event of irregularities in the data declared by the passenger.

• The integration in the telematic system of accreditation of residence (SARA system) of the ticket issuing systems and its use when issuing subsidised tickets based on residence is compulsory for all airlines, in all their sales channels.

• The certificate of census registration (travel certificate) is the means of accreditation of residence in cases where telematic accreditation of residence has not taken place.

• When a passenger has not obtained telematic accreditation of their residence and cannot prove their identity, foreigner status or resident status at check-in or boarding, they will not be able to travel on the subsidised ticket".

2.


Before telematic verification of residence (SARA):

• When the passenger telematically accredits his/her residence in eligible territories, he/she will not have to prove again his/her beneficiary status at check-in or boarding.      

• If telematic accreditation of residence has not taken place, the passenger will have to justify their status as a beneficiary at check-in or boarding, by presenting the documents in force:

 

• Spanish citizens and citizens of the European Union, Iceland, Liechtenstein, Norway, Switzerland:
a certificate from the town hall where they are registered (travel certificate), accompanied by the national identity card or passport.

 

• Non-EU citizens: the certificate from the town hall where they are registered (travel certificate), together with their national identity card or passport. Travel certificate, together with the Spanish residence card, which must state that you are a family member of a Spanish citizen. Their status as a family member of an EU citizen or long-term or permanent resident.                              


• Credential of deputy or senator together with ID card or passport.   

 

Very important: the travel certificate, which must be issued by local councils expressly for this purpose, will correspond to the model set out in Annex I of Royal Decree 1340/2007".

3.

During the telematic verification of the passenger's residence (SARA):

Very important:

•  The DNI/NIE number must be entered without dots, dashes or any other symbol.   
                                                                                             
• The name and surname must be entered as they appear on the DNI or NIE.


 

Note 1: upper and lower case letters and accents are not taken into account.

4.

 If the answer is negative, the following notice will be given:


•  "The telematic accreditation of residence for the passenger, has been negative. Please check carefully that the data entered are correct before continuing. Entering incorrect data prevents positive verification of residence, which may result in the obligation to provide proof of residence may result in the obligation to prove your residency status at check-in or boarding. You have x attempts out of 3 remaining".

Passengers will be informed whether or not they have been able to prove their residency status telematically at the time of confirming the issuance of the subsidised ticket and additionally in all documentation issued for the trip (itinerary receipt, booking confirmation, boarding cards, etc.).
